The Labour Agreement will always have an overarching training plan. This is not a new visa. The labour agreement is only available for 457 visas. Labour agreements have streamlined processing and DIAC liaise with the project owner right through to the completion of negotiations. Occupations will be on various 457 lists and the project owner will need to demonstrate that there is a need. In 2011-2012 there is an estimated demand for another 1500 people in the workforce coming in on Labour Agreements. Enterprise Migration Agreements are different. The key eligiblity aspects are hard rock and gas and resource projects. The Enterprise Migration Agreements (EMA) are 'mega' in size. DIAC estimate 2 billion in capital costs and a 1500 peak workforce. The EMA should have a training plan. The EMA will have a streamlined access to skilled temporary workers for resource projects and controlled access to semi-skilled workers.
